选择目标每周次数与生效日（距当前 24 小时后、28 天内）。新增时段数 = 目标 − 当前：本例选每周 3 次即新增 1 个时段。该数量决定 FLOW3 是单时段直选还是多时段进度，也决定是否出现 FLOW4“选老师”。
